Where it is
Horizon City is a separate municipality east of El Paso, with its own council, police department and water utility. Horizon Boulevard is its main street, running from I-10 at Eastlake up through the town to Darrington Road; Eastlake Boulevard and Darrington are the other two roads you will use daily. The communities we list, Paseo Del Este and Emerald Estates, sit on the El Paso side of the city line along Darrington, so they carry El Paso addresses but live on Horizon City's roads and retail. Everything below is measured from Horizon Boulevard and Darrington unless a community is named.
What the housing looks like
Almost all of it has been built since the 1990s, and the pace picked up sharply after 2010. Lots tend to run a little larger than the city's newer East Side sections, most homes are single story with a three- or four-bedroom count, and two-story plans show up in the newer phases. Exteriors are stucco with rock accents, garages are two-car, and most subdivisions built in the last fifteen years have a homeowners association. Builders active in and around the town include Diamond Homes, which builds the two communities on this site, alongside several regional and national builders along Darrington and Eastlake. The older core near Horizon Boulevard and the golf course has 1980s and 1990s homes on bigger lots with no HOA.
Prices. The one place in this series we can print live numbers: as of 2026-09-13 our inventory showed 12 available homes in Paseo Del Este from $339,950 and 9 in Emerald Estates from $417,800. The drive
This is the trade. From the town centre it is 29 minutes to Downtown and 30 to the MSgt. Pena Gate with no traffic, and the nine Fort Bliss gates route between 27 and 31 minutes. What makes it workable is I-10: the Darrington Road ramp is 9 minutes away, and from there the freeway does the work. Loop 375 north from Eastlake is the alternative to the gates on Montana.

Everyday
- Retail. Eastlake Marketplace at Eastlake and I-10 (grocery, big-box, sit-down restaurants, a cinema at Alamo Drafthouse nearby); the Horizon Boulevard strip through town for grocery, pharmacies and fast food.
- Hospital. The Hospitals of Providence Horizon City Campus at 13600 Horizon Boulevard; check the hospital's website for current services. The larger East Campus is on Joe Battle.
- Parks and golf. Horizon City Park, Golden Eagle Park, Horizon Mesa Park and Desmond Corcoran Park in town; Painted Sky and Pueblos parks near Paseo Del Este; Horizon Golf Course off Horizon Boulevard. The SISD Aquatic Center is on Eastlake.
- Utilities. Water and sewer for the town come from the Horizon Regional Municipal Utility District, not El Paso Water. Its rate is a separate line on the tax bill, which matters for the math below.
- Schools. Horizon City is split between two districts: Socorro ISD on the western side and Clint ISD for the rest, including Horizon High School. Check the exact address with both lookups.

New-build from-prices in the communities we list in Horizon City are the lowest of any community on this site, which is the whole reason to accept the drive. The honest math has three parts. First, the payment: whether the payment on a from-price around $339,950 beats rent on a comparable four-bedroom in the Far East depends on the loan, the HOA dues, the utility district rate and the full tax bill, so get the real total from a lender rather than a mortgage calculator. Second, the commute: two people driving to post or Downtown daily is fuel and time that a closer, older house avoids. Third, the horizon: a new build usually carries a premium over the resale next door, and whether that premium is absorbed depends on what the market does, which no one can promise. Verify before you decide
None of this is a substitute for checking the specific address. For any home here, pull these yourself or ask us to pull them with you:
- The attendance zone for the exact address, using the district's own lookup: Socorro ISD, Clint ISD. Zones change block to block and are redrawn; do not rely on a listing remark or on this post. The TEA school district locator shows which district a parcel sits in.
- HOA documents (declaration, bylaws, current budget, and any pending special assessment) requested from the seller under the Texas Property Code resale-certificate process.
- The utility district: confirm the parcel is inside the Horizon Regional Municipal Utility District service area and read its current rate and any bond schedule.
- The current tax bill and every taxing entity on it at El Paso Central Appraisal District, including any municipal utility district, public improvement district or emergency services district that adds to the rate.
- FEMA flood map for the parcel, and the lender's flood-zone determination once you are under contract.
- On a new build: the builder's written completion date, the warranty terms, and an independent inspection at pre-drywall and at final, even though it is new.
